Investment Committee


TRAF's Investment Committee oversees and directs TRAF's investment activities. The Chair of the Board and a teacher representative from the Board sit on this committee with the Deputy Minister of Finance for the Province of Manitoba. A second teacher representative from the Board acts as an observer on this committee.

All recommendations of the Investment Committee must be approved by the Board prior to implementation. Additional details regarding the function of the Investment Committee are set out in its Terms of Reference.

Chair

Myrna has more than 25 years of experience in the financial services industry. She is currently the Executive Vice President & Chief Strategy and Innovation Officer for Access Credit Union Limited. As a member of the executive team at Access, she is heavily involved in the development and execution of corporate strategy and board governance. Myrna also oversees the information technology and security, marketing, credit, and business integration functions for Access.

Myrna has completed the IFIC Mutual Funds License, Canadian Securities Course and Certified Financial Planning designation. Her education also includes completing the Certificate in Management program at the University of Manitoba, and Post Baccalaureate Diploma in Management and Masters in Business Administration through Athabasca University.  

Myrna has been actively involved in a variety of volunteer organization boards, and currently serves on the Morden Area Foundation Board.

Treasury Division

Garry is responsible for the provision of leadership and direction to Treasury Division staff, for policy development respecting management and servicing of debt and investments of the government, and for the provision of investment, debt management and banking advice to government agencies.

Garry is a member of the Sinking Fund Trustees for the City of Winnipeg and a member of the Provincial Public Trustee's Investment Committee.

Garry is a CFA charterholder and has a CMA designation.

Glen Anderson
Teacher Representative

Glen is currently the Staff Officer for Benefit Plans with The Manitoba Teachers' Society where he oversees the various benefit plans that The Manitoba Teachers' Society holds. Formerly, he was a teacher in the River East Transcona School Division, and served as President of the former River East Teachers' Association.

Glen received his Bachelor of Science from the University of Winnipeg and his certificate of education from the University of Manitoba.



David StangelandDavid Stangeland

David is currently the Head of the Department of Accounting and Finance at the University of Manitoba’s I.H. Asper School of Business.

David received a PhD in Finance from the University of Alberta in 1994 and has been a professor at the University of Manitoba since 1991.

David teaches investment banking as well as corporate and international finance at the undergraduate, MBA and PhD levels. His primary area of research relates to corporate governance and control and the effect on corporate performance and value.

In 2003, he also earned a Certified Management Accountant designation and was named an Honourary CMA Professor of Strategic Financial Management.

Sam brings 16 years of financial industry experience in Investment Analysis, Asset Allocation, Quantitative Research and Portfolio Management to TRAF's Investment Committee.

Sam joined Investors Group in 2015 as Portfolio Manager, Quantitative Research and is responsible for building the Investors Group Quantitative Research arm as well as assisting in the development and management of new Funds and Portfolio Solutions. Prior to Investors, Sam worked as Chief Investment Officer at Wellington West. There he was responsible for building a multi-manager, multi-asset class, multi-style fund complex and he managed Canadian, US & Global equity portfolios. He also led the augmentation of their managed portfolio platform and provided expertise in advanced portfolio optimization and construction. Prior to Wellington West he was a founding partner and Portfolio Manager at a Winnipeg based institutional investment boutique that managed in excess of $8 billion of Canadian and US equities. Sam has significant experience in Quantitative Research and previously held the position of Director, Quantitative Research and Portfolio Manager at Assante Asset Management.

Sam has a Bachelor of Commerce degree in Finance with a minor in Pure Mathematics from the University of Manitoba as well as significant relevant training including several courses through the Canadian Securities Institute and his CFA designation.

Sam is on the Board of Trustees for United Way Winnipeg, a member of the Investment Committee for the Winnipeg Civic Employee Benefits Program, and on the Fundraising Committee for the Assiniboine Park Conservancy.

In 2010 Sam won an award in the Business and Professional category of the Future Leaders of Manitoba Council.

Teacher Observer (non-voting)

Tammy is the current President of the Red River Valley Teachers' Association and a teacher/counsellor at Sanford Collegiate in the Red River Valley School Division. She has been an active member of her local association since 1998 serving in various capacities including: President, Past President and Collective Bargaining Chairperson.

Tammy is currently a trustee on The Manitoba Teachers' Society Disability Benefits Plan Investment Committee and has served on several provincial committees related to education, finance, collective bargaining and teacher certification.

Tammy received her Bachelor of Education (1996) from the University of Winnipeg and her School Administrator's Certificate in 2004.
